(Sumber: JawaPos.com) – Merger PT. Pelindo I, II, III, dan IV semakin matang. Rencananya, merger ke-empat BUMN yang memiliki lini bisnis yang sama itu rampung akhir 2021. Fase Pertama merger itu akan berfokus pada transisi penyelarasan bisnis dan integrasi. Setelah itu berlanjut dengan ekspansi bisnis dan integrasi ekosistem pelabuhan kelas dunia pada tahun mendatang. Direktur Utama PT. Pelindo III Boy Robyanto menyebutkan, salah satu tujuan integrasi adalah mendorong pertumbuhan ekonomi nasional. Tim integrasi dan pemerintah telah membahas operasional perusahaan pascamerger. Ada empat klaster bisnis yang bakal dibentuk, yakni peti kemas, non-peti kemas, logistik dan hinterland development, serta klaster marine, equipment, sekaligus port services. Boy menegaskan, pengiriman barang via kapal akan lebih efektif karena konektivitas antar pelabuhan ke wilayah Indonesia. “Ini akan berdampak pada penurunan biaya logistik secara bertahap” ujarnya. Dengan integrasi, kinerja operasional di pelabuhan bakal terpacu, investasi usaha meningkat dan menciptakan lapangan kerja bagi masyarakat. “Jika terjadi merger, kami bisa memberikan daya tawar yang tinggi terhadap shipping line global, tambah Kartika Wirjoatmodjo, Wakil Menteri BUMN. “Inilah yang kami harapkan bisa masuk top 10 global player di container port sehingga dapat melakukan negosiasi untuk menarik traffic internasional dengan global shipping partner yang lebih kuat!”. Beberapa pakar kemaritiman menyambut baik rencana ini, seperti dari Institut Teknologi Surabaya, RO. Saut Gurning yang mengatakan tujuan utamanya adalah efisiensi biaya logistik nasional yang akan mendukung ekonomi negara. Penanganan kargo-kargo berorientasi internasional akan menjadi lebih baik.

Dari kacamata positif untuk pertumbuhan industri rantai pendingin (cold chain), ARPI menilai sudah waktunya penerapan skala internasional pelabuhan yang dikelola 4 BUMN ini dilaksanakan, karena dapat menyediakan lebih meratanya ketersediaan pangan ke seluruh wilayah yang membutuhan kontrol temperatur nya di setiap area transit yang terkoneksi dan terekam baik dalam data record yang handal. Cold Chain System yang terkoneksi dengan baik merupakan kata kunci dalam ketahanan pangan nasional. Plug-in equipment yang perlu disediakan di beberapa pelabuhan peti kemas, terutama di selain pelabuhan Tanjung Priok dan Tanjung Perak. Ini membutuhkan kolaborasi investasi yang baik. Hasil merger keempat BUMN tersebut harus dapat melahirkan sistem kolaborasi yang lebih kondusif di dalam memacu pertumbuhan industri cold chain dimana pelabuhan merupakan jantung industri. Dan seperti diketahui bahwa area produksi hasil laut dan perikanan dominasinya ada di wilayah Indonesia timur, sedangkan hasil hortikultura serta poultry dan red-meat ada di wilayah Indonesia Barat. Area konsumsi pangan 60% ada di pulau Jawa sesuai dengan penyebaran penduduk. Sebagai negara kemaritiman dan kepulauan, jalur transportasi laut memegang peranan penting dalam mendistribusikan pangan tersebut dari-ke-antar pulau, selain transportasi darat dan udara (yang menyiasati keterbatasan infrastruktur jalur laut di pelosok). “Saat ini baru 15% saja reefer container berperan dari total container nasional. Dalam 3-5 (tiga-lima) tahun kedepan, ARPI berharap peran tersebut dapat mencapai setidaknya 25% sesuai dengan kebutuhan dan program ketahanan pangan nasional (pengadaan dan harga pangan terjangkau sepanjang tahun) dan ketahanan pangan global didalam program zero hunger di tahun 2030. Dalam prediksi ARPI, industri cold chain di 10 (sepuluh) tahun kedepan akan tumbuh dengan CAGR 12,3%.
