PELINDO PREPARED 4 STEPS FOR STANDARDIZATION OF OPERATIONS AND COMMERCIAL
President Director of PT. Pelabuhan Indonesia (Pelindo), Arif Suhartono, in a press statement (11 June 2022) said that after the merger, the company has launched a gradual standardization of all ports under its control. Four steps carried out by PT. Pelindo to achieve operational and commercial standardization in all existing ports, namely: a. Development of organizational and human capabilities, b. Operational business pattern based on planning and control, c. Optimization of infrastructure and equipment including the arrangement of port layout, and d. build a safety culture through increased safety awareness and standardization of safety protocols. As a result, almost 8 months after the merger, there was an increase in performance and productivity in a number of ports.
In addition, the increase in loading and unloading productivity is measured by the parameters of boxes per ship per hour (BSH) and a reduction in port stay or the time of ships docking at the port as measured by the number of days. At the Belawan Container Terminal (TPK), North Sumatra, the number of loading and unloading has more than doubled, from 20 boxes per ship per hour to 45 boxes. The loading and unloading speed makes the docking time of the ship can be reduced by half, from two days to only one day. The same increase in performance also occurred in TPK Makassar, South Sulawesi. In the first quarter of 2022, the flow of containers from PT. Pelindo reached 4.2 million TEU’s. The flow of goods also increased to 37 million tons. Based on data released by the World Bank, logistics costs in Indonesia are recorded at 23% of the Gross Domestic Product (GDP). This cost is higher when compared to other ASEAN countries. Logistics costs in Malaysia, for example, are already at 13%, better than China’s 15%. The best achievement was achieved by Singapore, which was only 8% equivalent to the USA. To that end, the role of operational and commercial standardization which is a strategic initiative of PT. Pelindo is expected to reduce logistics costs in Indonesia.
ARPI notes: The Container Terminal (TPK) for reefer containers, which currently has reached 20% of the total TPK activities, must be anticipated by providing cold chain infrastructure at its ports and connectivity with intermodal transportation on land. It is predicted that if Indonesia becomes a distribution center for food and pharmaceutical products for the ASEAN region in 2025, the demand for reefer containers will be 30% of the total TPK activities. Other costs incurred in addition to the costs that have been determined should be deducted.
PELINDO SIAPKAN 4 LANGKAH STANDARDISASI OPERASI DAN KOMERSIAL

Pelabuhan Indonesia (Pelindo), Arif Suhartono, dalam keterangan pers (11 Juni 2022) mengatakan, pasca merger perseroan telah mencanangkan standardisasi seluruh pelabuhan yang ada dibawah kendalinya secara bertahap. Empat langkah dilakukan PT. Pelindo untuk mencapai standardisasi operasional dan komersial di seluruh pelabuhan yang ada, yakni: a. Pengembangan kapabilitas organisasi dan manusia, b. Pola bisnis operasi berbasis perencanaan dan kontrol, c. Optimalisasi infrastruktur dan peralatan termasuk penataan lay out pelabuhan, dan d. membangun budaya keselamatan melalui peningkatan kesadaran akan keselamatan dan standardisasi protokol keselamatan. Hasilnya, selama hampir 8 bulan pasca merger, ada peningkatan kinerja dan produktivitas di sejumlah pelabuhan.
Selain itu juga peningkatan produktivitas bongkar muat diukur dengan parameter boks per kapal per jam (BSH) dan pengurangan port stay atau waktu sandar kapal di pelabuhan yang diukur dengan jumlah hari. Di Terminal Peti Kemas (TPK) Belawan, Sumatra Utara, jumlah bongkar muat naik lebih dari dua kali lipat, dari 20 boks per kapal per jam menjadi 45 boks. Kecepatan bongkar muat itu membuat waktu sandar kapal dapat berkurang menjadi setengahnya, dari dua hari menjadi hanya satu hari. Peningkatan kinerja yang sama juga terjadi di TPK Makassar, Sulawesi Selatan. Pada kuartal 1 tahun 2022 ini, arus peti kemas PT. Pelindo mencapai 4,2 juta TEU’s. Arus barang juga naik mencapai 37 juta ton.
Berdasarkan data yang dikeluarkan World Bank, biaya logistik di Indonesia tercatat sebesar 23% dari Produk Domestik Bruto (PDB). Biaya ini lebih tinggi jika dibandingkan dengan negara ASEAN lainnya. Ongkos logistik di Malaysia misalnya, sudah di angka 13%, lebih baik dari China yang 15%. Pencapaian terbaik diraih Singapura yang hanya 8% setara dengan USA. Untuk itu, peran standardisasi operasional dan komersial yang merupakan inisiatif strategis PT. Pelindo diharapkan dapat mengurangi biaya logistik di Indonesia.

Terminal Peti Kemas (TPK) untuk reefer container yang saat ini sudah mencapai 20% dari total kegiatan TPK, harus diantisipasi dengan penyediaan infrastruktur rantai dingin di pelabuhannya dan konektivitasnya dengan transportasi antar moda di daratan. Diprediksi, jika Indonesia menjadi pusat distribusi produk pangan dan produk farmasi untuk wilayah ASEAN di tahun 2025, permintaan reefer container akan menjadi 30% dari total kegiatan TPK ini. Biaya-biaya lain yang timbul selain biaya yang sudah ditetapkan, seharusnya dipangkas.
