Several variants of the COVID-19 virus that have not been erased and are still one of the disruptions in the food supply chain between countries in the world, such as the lockdown of several port cities in China in the past few months, necessitating restructuring of the cold chain. Supply chain disruptions due to closures or reductions in shipping frequency at some of these global seaports have made the cold chain homework for future platform strategies. The Indonesian government, in this case the relevant ministries, makes strategic steps, how to implement efficiency in logistics costs in the future. Limited electricity supply and continuously increasing tariffs per Kwh, alternative energy and new energy are one of the right solutions in matching the energy needs of goods storage logistics, especially cold chain logistics. At sea ports, Indonesia has PT. Pelindo (SOE) which continues to improve itself in implementing post-merger operational efficiency. The sea port, which is in the middle mile chain, has an important role in the movement of domestic and global goods flows.

Disruption to the global flow of goods causes shipping costs to rise, which means that domestic goods flows must be reorganized or restructured from existing infrastructure. Empowerment of seaports, especially for transportation and distribution of food to all remote areas must be a priority. Procurement of energy source plugging is empowered not only in container terminals, but also on inter-island transport vessels and other forms of energy sources on ro-ro vessels. The efficiency of intermodal land transportation as a connectivity for the flow of goods from ports to food processors or cold warehouses as a continuation of the supply chain also needs to be structured, namely by empowering the digitization of the movement of goods (IoT, data loggers, and others). Good provision of intermodal through freight trains can also be realized in supporting cold chain infrastructure in the middle mile.

The available cold storage (below a capacity of 500 tons) is still dominated by food processor players, some of whom can follow the latest available technology. While the number of players 3 PL or 4 PL, is still a matter of fingers even though the capacity has reached 20% of the total installed national capacity. Energy restructuring is needed in developing a more balanced infrastructure area in the production area.

The role of the cold chain in the last mile chain also needs to be improved. From observations in the field, food delivery services (domestic) can only meet 30% of the demand. This service, which is based on dry product delivery, requires restructuring in the provision of intermediate cold warehouses and good refrigeration systems at the product collection points. The IoT system that is available in packages that are needed according to customer needs (customize) will make the quality of service better and according to the operational standards that should be.

The raw material supply chain (first mile), which is also one of the contributors to the loss of value for sensitive food products, requires a more focused restructuring, because it is directly related to human resources and SME business actors. With the need for small-sized or efficient refrigerated logistics, it is necessary to establish a good refrigeration system (with active or passive refrigerant types) that can be provided to various production areas. An IoT structure that is implemented well and can provide information on the connectivity of raw material flows transparently can be the carrying capacity of reducing food loss and its value chain.

As an effort to formulate a future strategy for the development of the cold chain industry, ARPI has drawn up strategic steps, namely: 1. Optimizing connectivity between supply chains, 2. Standardizing cooling systems and manufacturing products and equipment competitively, 3. Utilizing efficient energy, efficient by selecting the right refrigerant and alternative energy that needed, 4. Cooperating with relevant ministries in making regulations that are conducive to all stakeholders of the cold chain industry. With the implementation of these 4 (four) steps, it is predicted that the national cold chain market per year which currently reaches $800 million will become $2,200 million in 2030 with a CAGR of 17% (written by: Hasanuddin Yasni, cold chain consultant).

RESTRUKTURISASI RANTAI DINGIN : SOLUSI GANGGUAN RANTAI PASOK (bahasa Indonesia)

Beberapa varian virus COVID-19 yang belum terhapus dan masih menjadi salah satu gangguan rantai pasok pangan antar negara di dunia, seperti lockdown nya beberapa kota pelabuhan di Cina di beberapa bulan lalu, mengharuskan adanya restrukturisasi cold chain. Gangguan rantai pasok karena penutupan ataupun pengurangan frekuensi pengapalan di beberapa pelabuhan laut global tersebut, telah menjadikan pekerjaan rumah cold chain di dalam membuat strategi platform kedepan.

Pemerintah Indonesia dalam hal ini kementerian-kementerian terkait membuat langkah-langkah strategi, bagaimana menerapkan efisiensi biaya-biaya logistik kedepan. Keterbatasan pasokan listrik dan terus meningkatnya tarif per Kwh, alternatif energi dan energi baru menjadi salah satu solusi yang tepat di dalam memenuhi kebutuhan energi logistik penyimpanan barang khususnya cold chain logistik. Di pelabuhan laut, Indonesia mempunyai PT. Pelindo (SOE) yang terus berbenah diri di dalam menjalankan efisiensi operasional pasca merger. Pelabuhan laut yang berada di rantai middle mile ini, mempunyai peranan penting di dalam pergerakan arus barang domestik dan global.

Gangguan arus barang global menjadikan biaya pengapalan naik, yang berarti arus barang domestik harus dibenahi atau direstruktur dari infrastruktur yang tersedia. Pemberdayaan pelabuhan laut, terutama untuk angkutan dan pendistribusian pangan ke semua area pelosok harus menjadi prioritas. Pengadaan plugging sumber energi diberdayakan bukan hanya di terminal peti kemas, tetapi juga di kapal pengangkut antar pulau serta bentuk sumber energi lainnya di kapal ro-ro. Efisiensi angkutan darat antarmoda sebagai konektivitas arus barang dari pelabuhan ke pemroses pangan ataupun gudang dingin sebagai kelanjutan rantai pasok juga diperlukan distruktur yaitu dengan pemberdayaan digitalisasi pergerakan barang (IoT, data logger, dan lainnya). Penyediaan yang baik antarmoda melalui kereta api barang juga dapat direalisasikan di dalam mendukung infrastruktur cold chain di middle mile.

Cold storage yang tersedia (dibawah kapasitas 500 ton) masih didominasi oleh para pemain food processor yang sebagiannya dapat mengikuti teknologi terkini yang tersedia. Sedangkan jumlah pemain 3 PL ataupun 4 PL, masih dalam hitungan jari walau kapasitasnya sudah mencapai 20% dari total kapasitas nasional yang terpasang. Diperlukan restrukturisasi energinya didalam mengembangkan area infrastrukturnya yang lebih seimbang di area produksi.

Peranan cold chain di rantai last mile juga perlu ditingkatkan. Dari hasil pengamatan di lapangan, pelayanan pengiriman pangan (domestik) baru dapat memenuhi layanan 30% dari permintaan. Layanan ini yang berbasis pada pengiriman produk kering, memerlukan restruktur didalam penyediaan gudang dingin perantara dan sistem refrigerasi yang baik di titik-titik pengumpulan produk. Sistem IoT yang tersedia dalam kemasan paket yang diperlukan sesuai kebutuhan pelanggan (customize) akan menjadikan kualitas layanan yang lebih baik dan sesuai standar operasional yang seharusnya.

Rantai pasok bahan baku (first mile) yang juga merupakan salah satu penyumbang susut nilai produk pangan yang sensitif, memerlukan restrukturisasi yang lebih fokus, karena berhubungan langsung dengan SDM serta pelaku usaha SME. Dengan kebutuhan logistik berpendingin berukuran kecil atau tepat guna, diperlukan penetapan sistem refrigerasi (dengan tipe refrigeran aktif ataupun pasif) yang baik yang dapat disediakan ke berbagai area produksi. Restruktur IoT yang teraplikasi baik serta dapat memberikan informasi konektivitas arus bahan baku secara transparan dapat menjadi daya dukung pengurangan penyusutan berat dan nilai pangan.

Sebagai upaya di dalam menyusun strategi kedepan pengembangan industri rantai dingin, ARPI telah menyusun langkah-langkah strategis, yaitu: 1. Optimalisasi konektivitas antar rantai pasok, 2. Pembuatan standardisasi sistem pendingin serta pembuatan produk dan peralatannya yang berdaya saing, 3. Pemanfaatan energi yang hemat dengan pemilihan refrigeran yang tepat serta alternatif energi yang diperlukan, 4. Bekerjasama dengan kementerian terkait di dalam membuat regulasi yang kondusif untuk semua pemangku kepentingan industri rantai dingin.

Dengan penerapan 4 (empat) langkah ini, diprediksi pasar rantai dingin nasional per tahun yang saat ini mencapai $800 million akan menjadi $2.200 million di tahun 2030 dengan CAGR 17% (ditulis oleh : Hasanuddin Yasni, konsultan cold chain).
