Harmonizing The Cold Chain Logistics

JAPAN – RI COLD CHAIN LOGISTICS DIALOGUE

Harmonization in implementing the cold chain logistic platform between Japan and South East Asia countries has been initiated in the last 4 (four) years. Intensively, especially between Japan and Indonesia, it is carried out on a G to G basis between the Japanese Ministry of Land, Infrastructure and Transportation and the Indonesian Ministry of Transportation. Various progress and future plans are discussed by visiting each other for discussions and online during the pandemic outbreak.

To find out more about the topic, a Cold Chain Logistics Dialogue was held between Japan and Indonesia which involved not only G to G but also G to B and B to B, virtually on January 28, 2021. In principle, the two countries will facilitate easy cooperation, investment, knowledge and technology, as well as information on policies regarding the cold chain logistics industry.

The Japanese cold chain industry, which is relatively more advanced in terms of infrastructure and technology for cooling machines, insulated panels, and refrigerated vehicles and product standardization, explained that in the future they want to increase more intensive cooperation with businesses in the cold chain industry so that there is harmony in its implementation. Indonesia Cold Chain Association (ARPI) states in detail that in order to support central and regional government programs on food security, the national cold chain industry requires an alliance or cooperation with countries with better cold chain infrastructure such as Japan. Indonesia still needs at least 2 times the addition of new cold chain logistics installations from the installed installations. Furthermore, Yasni added that the national standardization (SNI) of cold chain logistics products will gradually become one of the main priorities in the independence of appropriate technology and improving the quality of human resources, which of course will collaborate with the Japanese industry. The digitization technology in supporting the cold chain platform has also been partially collaborated with the Japanese industry, such as the management of the New Priok Container Terminal (NPCT)-one, the reefer container port, the management of the largest 3 PL industry Kiat Ananda group, and in the future there is a Patimban reefer container port. Therefore, collaboration is the key word to increase knowledge and technology as well as investment in the cold chain logistics industry.

DIALOG COLD CHAIN LOGISTICS ANTARA JEPANG – INDONESIA

Harmonisasi didalam menerapkan platform cold chain logistic antara Jepang dengan Negara-negara ASEAN sudah digagas dalam 4 (empat) tahun belakangan ini. Secara intensif, khususnya antara Jepang dan Indonesia dilakukan secara G to G antara Kementerian Land, Infrastruktur dan Transportasi Jepang dengan Kementerian Perhubungan Indonesia. Berbagai progress dan perencanaan kedepan dibahas dengan saling berkunjung untuk berdiskusi dan online selama wabah pandemi.

Untuk mengetahui lebih detail topic tersebut, telah diselenggarakan Dialog Cold Chain Logistics antara Japan dan Indonesia yang melibatkan bukan hanya G to G tetapi juga G to B dan B to B, secara virtual pada 28 Januari 2021 lalu. Pada prinsipnya kedua negara akan memfasilitasi kemudahan kerjasama, investasi, pengetahuan dan teknologi, serta informasi kebijakan-kebijakan seputar industri cold chain logistics.

Industri cold chain Jepang yang relative lebih maju dari segi infrastruktur dan teknologi mesin-mesin pendingin, insulated panel, dan kendaraan berpendingin dan standardisasi produk, menjelaskan bahwa kedepan mereka menginginkan peningkatan kerjasama yang lebih intensif dengan pebisnis di indutri cold chain agar ada harmonisasi dalam implementasinya. ARPI secara detail mengemukakan bahwa di dalam rangka mendukung program pemerintah pusat dan daerah tentang ketahanan pangan, industri cold chain nasional membutuhkan aliansi ataupun kerjasama dengan negara yang lebih baik infrastruktur cold chainnya seperti Jepang. Indonesia masih membutuhkan setidaknya penambahan 2 kali lipat instalasi baru cold chain logistics dari instalasi yang telah terpasang. Selanjutnya, Yasni menambahkan bahwa standardisasi nasional (SNI) produk cold chain logistics secara bertahap akan menjadi salah satu prioritas utama di dalam kemandirian teknologi tepat guna dan peningkatan kualitas SDM, yang tentu saja akan berkolaborasi dengan industri Jepang. Teknologi digitalisasi di dalam mendukung platform cold chain, juga sebagian sudah dilakukan kerjasama dengan industry Jepang, seperti pengelolaan pelabuhan reefer container NPCT one, pengelolaan industri 3 PL terbesar Kiat Ananda group, dan kedepannya ada pelabuhan reefer container Patimban. Karena itu kolaborasi adalah kata kunci untuk meningkatkan pengetahuan dan teknologi serta investasi di industri cold chain logistics.
